2025 Local Housing Trust Fund Grants Program RFP

Minnesota Housing has announced the application period and other details for its 2025 Local Housing Trust Fund Grants Program, which provides funding to local governments seeking to invest in affordable housing for their communities.

The Local Housing Trust Fund Grants Program was established in 2021 with the intent to increase funding for Local Housing Trust Funds and encourage investment in affordable housing across Minnesota. The program is funded with $5.8 million in one-time funding for a wide range of eligible uses to meet the housing needs of communities in Minnesota.

Local governments are eligible to apply for matching funds up to $225,000 and must have a Local Housing Trust Fund established by the close of the RFP application date.

Minnesota Housing anticipates opening the Intent to Apply for the program on Friday, January 24, 2025. The Intent to Apply is required for application and can be completed via a brief online form. The Intent to Apply will close on Tuesday, February 11, 2025, at 5:00 p.m.

The Request for Proposal (RFP) will open on Wednesday, February 12, 2025. To be eligible for funding, an applicant must have submitted a completed Intent to Apply and have an established Local Housing Trust Fund created by the application due date of Wednesday, March 19, 2025. Applicants will be asked to attend a technical assistance session before submitting a completed RFP application.
